John Watts has been the Managing Director of Olorun Planning Partnership Ltd since he founded the business in 1989 and attends to town planning matters. Since 1998 he has been instructed by various clients throughout the country (including Sedgemoor Ltd who were the largest providers of children's homes and education units in England) to attend to planning applications for the use of dwelling houses under Class C3 for up to 6 persons in need of 'care'. In all instances, the relevant planning authorities granted Certificates of Lawful Use or Development with the exception of five applcations which were subsequently granted on appeal. On one occasion, the provision under the Act to permit dwelling houses to remain under Class C3 whilst in the occupation of persons taken into care was the subject of a question by an MP in the House of Commons to the Housing Minister. The Minister with his reply, concluded that there was no necessity to change the Act as it stood (Hansard 28 June 2004) |
